Shannan City Map: Administrative Center, Districts and Counties

Use this Shannan city map to find Tsetang in Nedong District, understand the 1 district + 10 counties, and see why Gonggar Airport is not the city center.

A Shannan city location map puts the administrative center in Nedong District, southeast of Lhasa. Most travelers still call that urban area Tsetang. On a Chinese map, “Shannan City” is not one walkable downtown. It is a whole region. You will often sleep in Nedong. You will often land at Gonggar Airport. Those are two different places with two different jobs.

This page keeps official names clear, then shows what they mean for hotels, day trips, and a normal Tibet holiday. For where Shannan sits next to Lhasa, see the Shannan Map. For sights and overnight towns, use the Shannan Tourist Map.

Key Map Facts for Your Shannan City Map (as of October 2026)

What travelers ask Official fact What it means on your trip
Where is the administrative center? City government in Nedong District, Tsetang urban area (泽当街道 on Chinese maps) Your usual overnight base in Shannan
How big is “Shannan City”? One region with 1 district + 1 county-level city + 10 counties Think “area,” not one walkable city
District / county-level city Nedong District; Cona City (错那市) Nedong = common base; Cona = southern and less common on short trips
Counties (10) Qonggyai, Zhanang, Gonggar, Nagarzê, Lhozhag, Comai, Lhünzê, Qusum, Gyaca, Sangri Only some appear on classic tourist routes (see counties table)
Main airport Lhasa Gonggar Airport is in Gonggar County, about 97 km from Tsetang Airport is a gateway, not the government center
Railway gateway Shannan Railway Station (Lhasa–Nyingchi line) serves the Tsetang urban area Station name says “Shannan” even when the hotel says Tsetang
Lhasa to Tsetang / Nedong Via the S5 Lhasa–Tsetang expressway About 1–1.5 hours in normal conditions; budget nearer 2 hours door to door
Who publishes the codes? TAR civil-affairs division codes (Shannan 540500), listings checked Oct 2026 Confirm again before you travel; names on paper can change

“Shannan” on a hotel site and on a Mandarin government map can feel like two places. It is not. One label is paperwork; the other is where you sleep. The next sections walk through that gap.

Shannan City vs the Region: Why the Map Confuses Travelers

On Chinese government maps, Shannan is a prefecture-level city (地级市). That title covers a large stretch of southern Tibet: river valleys, lake counties, and southern border counties. It is not a compact city center like you might picture in Europe, the US, the UK, or Australia.

People talk about it in three different ways:

  • Government talk: “Shannan City” means the whole unit: Nedong, Cona City, and ten counties.
  • Traveler talk: “We’re staying in Shannan” almost always means hotels around Nedong / Tsetang, with day trips nearby.
  • Airport talk: Your flight often lands in Gonggar. Your culture nights often still happen in Nedong.

We have seen travelers book near the airport because a website said “Shannan / Lhasa area,” then lose half a day fixing it. Gonggar is a gateway; Nedong is where most Shannan hotel nights land. Hold those roles apart and the rest of the map is easier.

Older English books may say “Lhoka” or “Shannan Prefecture.” Same broad area. The current Chinese label is Shannan City (山南市). For permits and hotel vouchers, use the district and county names your operator puts on the plan. Compare the same idea on a Lhasa city map if you want a same-series city-level view.

Shannan Administrative Map: How the Region Fits Together

Once “city” means “region” in your head, an outline map helps more than a single hotel pin. On a Shannan prefecture map, the same twelve units appear as one outline.

Shannan City administrative map (as of Oct 2026). The filled area is the whole region. Nedong District holds the city government seat (the Tsetang urban center on most traveler maps). Cona City is a county-level city under Shannan, not a second capital. County borders help you orient; they are not a must-visit list.

Use this map for “where is the administrative center?” and “which county is that stop in?” Use a tourist or route map when you care about drive times and overnight towns. For “where is Shannan in Tibet?”, see Where Is Shannan Map.

Districts and County-Level City on the Shannan Map: How Itineraries Use Them

Under that outline sit one district and one county-level city. Everything else is a county, covered in the glance map and table that follow.

Administrative unit Administrative center / seat Travel relevance Main transport entrance
Nedong District (乃东区) Tsetang urban area (city government in 泽当街道; travelers say Tsetang). District seat on Chinese listings: 结莎街道 (Jiesha Subdistrict). Main overnight base for east Shannan culture days: hotels, meals, simple logistics. Town altitude about 3,580 m ASL. Shannan Railway Station; roads toward Lhasa (S5) and Gonggar; short drives into Qonggyai and Zhanang
Cona City (错那市) Official seat: Mama Monba Ethnic Township (麻麻门巴民族乡). Older maps may still emphasize Cona Town (错那镇). Southern and less common on short international holidays; mainly for longer, specialist plans Southern roads; not a typical first-trip fly-in hub

Nedong is the default “Shannan night.” If Yarlung Valley culture stops are on your plan, you usually sleep here instead of changing counties every evening.

Tsetang / Nedong sits around 3,580 meters. That is still high plateau air (see the Tibet altitude map). Shannan is not a “lower than Lhasa, so you can relax” stop. Go steady, drink water, and rest when you need to.

Cona is not a shortcut to “all the southern highlights.” On a 7–10 day Tibet trip, most routes simply do not go there. Inclusion within Shannan does not establish permission to visit southern border destinations; access must be confirmed on the approved itinerary (see the Tibet permit map).

If you are weighing “add Cona” against “one more Nedong night or a lake day via Nagarzê,” share your dates and how many days you really have. We can shape a plan that fits first, then introduce a partner for permits and the on-ground contract.

Shannan Districts Map: Counties and Main Towns at a Glance

Next, see the same region as town dots: the names that show up on hotels and Chinese street addresses.

Districts, counties, and main towns of Shannan. Brighter labels = places short and mid-length international tours often use. Lighter labels = official map completeness. Town dots are for addresses, not a ranked attraction list.

How to read town names

  • County / district name (Gonggar, Gyaca, Nedong) = the wider unit on permits.
  • Town / seat name (Jixiong, Anrao, Tsetang) = what often appears in a hotel or street address.
  • They are not always the same word. Example: Gyaca County’s seat is Anrao Town, not “Gyaca Town.”
  • If a booking site only says “Shannan,” ask for the Chinese address (区/县 + 镇/街道 or 乡).

The next section turns those dots into itinerary choices: which counties you actually use on a short holiday.

Shannan Counties Map: Which Ones Show Up on Real Trips

The ten counties are government units, not a bucket list. Use this table for travel relevance: which ones show up on real international routes.

Administrative unit Administrative center / seat Travel relevance Main transport entrance
Gonggar County (贡嘎县) Jixiong Town (吉雄镇) Airport gateway for the Lhasa–Shannan area; often a pass-through, not a multi-night base Lhasa Gonggar Airport; roads toward Lhasa and Nedong
Nagarzê County (浪卡子县) Nagarzê Town (浪卡子镇) Common on the way for Yamdrok / southern lake-style routes Highway with lake viewpoints (Yamdrok Lake map)
Qonggyai County (琼结县) Qonggyai Town (琼结镇) Culture day trip when east Shannan / Yarlung royal-tomb stops are on the plan Short road hop from Nedong
Zhanang County (扎囊县) Zhatang Town (扎塘镇) Often on Samye / Yarlung culture days from Nedong, or as a road segment River-valley roads toward Nedong and Gonggar
Sangri County (桑日县) Sangri Town (桑日镇) Sometimes on east-valley routing; less central than Nedong or Qonggyai on first trips Local roads east of Nedong
Gyaca County (加查县) Anrao Town (安绕镇) (not “Gyaca Town”) East Shannan / Yarlung corridor; not a default short-holiday stop Road corridor east (operator-dependent)
Qusum County (曲松县) Qusum Town (曲松镇) Mostly paperwork and logistics on standard holiday maps Local roads
Comai County (措美县) Comai Town (措美镇) Southern interior; uncommon on short international packages Local roads
Lhozhag County (洛扎县) Lhozhag Town (洛扎镇) Southern / near the border; specialist trips only Southern road network
Lhünzê County (隆子县) Lhünzê Town (隆子镇) Southern / border-context; not a classic first-trip overnight Southern road network

Planning shortcuts

  1. Gonggar — many “Lhasa” flights land here; build buffer time.
  2. Nedong + Qonggyai + Zhanang — usual east Shannan culture cluster (Yumbulakang, Trandruk, Samye-style days).
  3. Nagarzê — often on Yamdrok / southern lake paths as a pass-through with viewpoints.
  4. Cona, Lhozhag, Lhünzê, Comai — less common on short holidays; better for longer specialist plans.

Pick a few places and do them well. Share dates, group size, and whether you want “Yamdrok on the way” or “Yarlung culture nights.” We can tighten which counties belong, then hand the plan to an operator for permits and costing.

Why Lhasa Gonggar Airport Is in Shannan, Not Tsetang

Many tickets say “Lhasa,” so it is easy to picture the airport next to downtown Lhasa, or next to Tsetang. It is neither. Lhasa Gonggar Airport sits in Gonggar County, Shannan. Tsetang / Nedong is the administrative center and the usual culture overnight. The airport is a gateway in a different county.

Shannan’s government overview places Tsetang about 97 km from the airport. Treat 1.5–2 hours as a working transfer estimate once you add baggage and the meeting point. A pickup labeled “Lhasa airport” that goes to a Lhasa hotel therefore starts in Shannan and leaves it. That journey does not include Tsetang.

Airport vs Tsetang. Gonggar’s airport is a gateway into the wider Lhasa–Shannan travel area. Nedong / Tsetang holds the seat of government and most traveler overnights. The S5 is the main road link between Lhasa and the Tsetang urban center.

Simple pairing most first-timers use

  • Fly into Gonggar (Shannan), then transfer toward Lhasa and/or on toward Nedong / Tsetang, based on the approved itinerary.
  • From Lhasa toward Tsetang / Nedong, plan roughly 1–1.5 hours via S5 in normal conditions, and keep a 2-hour buffer for hotel-to-hotel timing.
  • Sleep in Nedong for Shannan culture days.
  • Cross Nagarzê-side roads when a lake or southern highway path is part of a Lhasa–Gyantse-style arc. Your route sheet sets the exact order.
  • If you arrive by rail, Shannan Railway Station serves the Tsetang urban area on the Lhasa–Nyingchi line. It needs its own pickup arrangement; train stopping patterns should be checked for your travel date.

A permit with the right counties is not a promise every pass is open that week. Confirm close to departure. Already have dates and a rough Lhasa–Shannan–lake idea? Send them over. We will check overnight towns, then introduce a partner for permits, vehicles, and the contract.

Conclusion: How to Use This Shannan City Map on Your Trip

Keep three pins clear:

  1. Tsetang / Nedong — administrative center and usual overnight base for east Shannan culture days (about 3,580 m).
  2. Gonggar County — home of Lhasa Gonggar Airport, about 97 km from Tsetang; not downtown Lhasa and not Tsetang.
  3. S5 — the main Lhasa–Tsetang road link (see drive-time note above for planning buffers).

Use the towns glance map to read hotel and permit addresses. Use the counties table to decide what belongs on a short holiday. When your dates and route draft are ready, we can align the plan and introduce a partner for permits and the on-ground contract. Browse more maps from the Tibet Map hub.

Frequently Asked Questions

FAQ: Shannan City Map, Tsetang, and District Questions

Is Shannan City the same as Tsetang / Zêtang?

Almost, in traveler talk; not exactly on the government map. Tsetang sits in Nedong District, Shannan’s administrative center. “We’re based in Tsetang” is clear to operators. “Shannan City” alone can mean the whole region.

Why does my flight say Lhasa but I land in Gonggar / Shannan?

Because Lhasa Gonggar Airport is in Gonggar County, Shannan, about 97 km from Tsetang. It is the main civil airport for the Lhasa area: a gateway, not city hall.

How long is the drive from Lhasa to Tsetang / Nedong?

About 1–1.5 hours via the S5 in normal conditions. Budget closer to 2 hours hotel-to-hotel. Traffic, weather, and sightseeing stops can stretch the day.

Do I need to visit every county on the Shannan map?

No. Most international holidays use a handful of places: often Gonggar (transit), Nedong (base), plus Qonggyai / Zhanang and/or Nagarzê depending on the route.

Is Cona City a must for a first Tibet trip?

Usually not. Cona and several southern counties suit longer specialist plans. Their place on the administrative map does not by itself mean you may visit.

What’s the difference between this page, a “Shannan Map,” and a “Shannan Tourist Map”?
  • This page (Shannan City / administrative map): government seat, districts, counties, bases, and gateways.
  • Shannan Map (general): where Shannan sits inside Tibet / next to Lhasa.
  • Shannan Tourist Map: sights, overnight towns, and route sketches, not the full government county list.
Where is Gyaca County’s seat: Gyaca Town?

No. The seat is Anrao Town (安绕镇). “Gyaca” is the county name.
